The clerk each year shall provide and have on hand license stickers sufficient to cover the estimated number of bicycles that will be applying for licenses during the then current year and such other supplies as may be necessary to issue such licenses and keep a record thereof. The sticker is to be placed on the bicycle in such manner and at such place as the chief of police of the city shall from time to time direct. Each license sticker shall remain attached during the period covered by such license, and it shall be unlawful to operate a bicycle in the city without such sticker at all times being displayed thereon in the proper place indicated by the chief of police.
