Whenever the council deems it proper and necessary for the control of traffic to alter or change the time limits for parking of vehicles within said parking zone or any other parking zone established by said council, they may by resolution duly adopted, alter or change said restrictions within said zones.
The chief of police is hereby authorized and directed to post appropriate signs on said streets in said parking zone indicating the restricted time of parking and shall from time to time if said time restrictions are changed by the city by resolution as hereinbefore provided, change said signs accordingly within the particular areas as directed by the council.
