9-3-1: ESTABLISHMENT OF PARKING ZONES:
   A.   For the purpose of the regulation of traffic upon the public streets of the city, there is hereby created and established within the corporate limits an area designated as the parking zone, and which parking zone shall initially include the following streets:
All of State Street, from its intersection with Park Street to Commercial Street.
East and West Main Street extending one block in each direction from its intersection with State Street. West Idaho Street extending one block from its intersection with State Street and East Idaho Street extending one block from its intersection with State Street. (Ord. 1134, 11-12-2002)
   B.   The city council may from time to time as they deem proper and necessary for the control of traffic, add additional territory to such parking zone or alter or change the existing zone by a resolution duly adopted and may by resolution change the restrictions within said zone from time to time as they deem proper and necessary for the control of said traffic.
   C.   Except as otherwise herein provided or as provided in any other regulation of the city, it shall be unlawful to park in any parking zone within the meaning of this chapter between the hours of nine o'clock (9:00) A.M. and six o'clock (6:00) P.M. in excess of two (2) hours. Provided, however, that such time restrictions shall not be in operation on Sundays, New Year's Day, Memorial Day, Fourth Of July, Armistice Day, Labor Day, Thanksgiving Day and Christmas. In determining whether a vehicle has been parked in excess of two (2) hours in a particular area within the meaning of this chapter, the time during which a vehicle is parked on any one street within one linear block distance shall be cumulative whether said vehicle is moved ahead or back on said street within one linear block's distance unless said vehicle has removed from said parking space for at least fifteen (15) minutes, in which case the time shall begin to run initially again.
