It is hereby declared to be necessary to have rules and regulations governing the use of the airport and that they be subject to change or to be added to from time to time as conditions may require, and the mayor and council are hereby empowered by resolution to adopt such rules and regulations and alter, change or add to the same as conditions may require, and when so adopted, altered, changed or added to by resolution, that such procedure shall be as effective as though by ordinance.
