The office of airport manager is hereby created, and the mayor is hereby empowered to appoint said manager and such other employees as the mayor and council shall determine to be necessary or desirable. Such manager and other employees shall receive compensation only as and when fixed by the council and in such amounts as the council shall determine. They shall perform such duties, respectively, as the mayor and council shall direct or require and/or that may be fixed by the rules and regulations governing the airport.
