All billings for charges or fees levied under this chapter shall be combined with billings for water service rendered by the city and shall be billed at the same time and in the same manner as such water bills 1 . Bills for water and sewer service shall be due and payable on the date mailed and shall be deemed delinquent if not paid within ten (10) days following said mailing date. Water or sewer service or both may be discontinued if payments are more than five (5) days delinquent. Upon disconnection for nonpayment of bills, a reconnection charge of ten dollars ($10.00) for each water connection shall be charged and collected before sewer or water service or both shall be reconnected.
