All garbage, refuse and rubbish from the entire residential, commercial and industrial sections properly placed for collection as provided for in this chapter shall be collected by the city to maintain and preserve sanitation of the community. Temporary failure to make such collection due to circumstances beyond the control of the city shall not relieve the occupant or the owner of the premises from payment of sanitary service fees herein prescribed.
