The municipal refuse collection and disposal service of the city shall, by such means as the city council deems appropriate, collect and dispose of all garbage, rubbish, refuse, paper, glass, tin cans, ashes or other debris and shall operate this service and the regulations provided by this chapter shall be and remain applicable thereto until duly amended as provided by law. All garbage and refuse accumulated in the city shall be collected, conveyed and disposed of by the city or its duly authorized contractor. (Ord. 889, 11-12-1979)
