A. It shall be unlawful to keep, maintain, harbor or possess upon the premises of any one household more than four (4) dogs or six (6) cats unless the owner or person in charge thereof shall have obtained a noncommercial kennel license, the fee and standards for which shall be established by resolution of the Weiser city council.
B. For every commercial kennel maintained for dogs or cats registered under the rules and regulations of the American Kennel Club or American Cat Fanciers Association or like organizations registering purebred or pedigree animals, and satisfying the city kennel standards, the owner shall pay an annual kennel license fee in lieu of a license fee for each animal up to a maximum of ten (10) dogs or ten (10) cats.
