It shall be an infraction for any person or owner to allow any dog owned, kept, harbored or possessed by him to wear a license tag received on account of a former year, or any tag marked on a plate or collar similar to that required by the city at that time and calculated to deceive, and it shall be an infraction for any person or owner to put on a female dog a tag received with a license issued for a male dog, or to allow any female dog owned by him or within his care or custody to wear a tag issued with a license for a male dog.
