No blasting or other use of explosives shall be done or carried on within the city limits without a permit from the Fire Chief. Such permit shall be granted upon application of the user showing that the blasting or other use is reasonable and safe and within the rules and regulations prescribed by the Institute of Makers of Explosives in effect as of the adoption of this section, and that the blasting will be so limited that no injury to person or property shall result therefrom. A copy of such rules and regulations of the Institute of Makers of Explosives shall be on file in the office of the Fire Chief.
