The Village Council, pursuant to the Natural Resources and Environmental Protection Act, is authorized to establish and impose, by resolution, rates, charges, and fees, and enter into contracts relative to the same, with persons using a waste management project, to the extent necessary to fulfill the provisions in this chapter. The resolution shall establish the rates, charges, and fees and the manner and method of collection and payment, and further, that such be a lien on the premises for which the services have been provided.
