Proceedings for the making of local public improvements within the village shall be initiated by resolution of the Council. The action may also be initiated by the filing with the Village Clerk of a petition signed by 50% of the owners of the property to be assessed for the improvement requesting that the improvement be made and the cost thereof be defrayed by special assessment upon the property benefited, but the petition shall be advisory to the Village Council only.
