The downtown district in which the Authority may exercise its power as provided in Act 197 shall consist of all the area contained within the duly established boundaries of the village as of 6-1-1999, including any land brought in through annexation or any 425 Agreement executed prior to 6-1-1999, even if the 425 Agreement was not filed with the Office of the Great Seal until sometime thereafter.
