Any right or privilege granted to any person under this chapter to use or occupy any street, alley, public right-of-way, or public place shall be subordinate to any prior lawful occupancy of the property. Nothing in this chapter shall be construed as limiting in any way the village in the lawful exercise of its police power, and the grant of a franchise to any person as provided in this chapter shall not confer any other right, privilege, or exemption not specifically provided for herein.
