§ 111.03 STABLES.
   (A)   The Director, or his or her designee, shall be allowed access to stables at all reasonable times.
   (B)   All buildings and sheds used for stabling horses shall be well lighted, ventilated, and provide protection from weather. All buildings and sheds used for stabling animals shall be kept clean and in good repair at all times and manure shall be removed therefrom daily. Any enclosure where the animals are kept shall be graded and raked so as to keep the surface reasonably dry.
   (C)   A pest control program should be utilized to control flies and other insects. All facilities shall be free of unsanitary conditions where animals are kept so as to be free and clean of conditions which might harbor or be excessively conducive to breeding of insects, rodents, or disease.
   (D)   There shall be one box stall (12 feet by 12 feet) for every eight horses housed in the stable. The stalls shall be of sufficient size to allow for front-to-back and side-to-side movement of each horse.
   (E)   Stall bedding should be a minimum of four inches deep and changed daily.
   (F)   Clean, fresh drinking water should be in the stalls or available to the horses at all times.
   (G)   The paddock area of stables must be kept free of debris, have adequate drainage and soil surface so it can be used by the horses at any time while not working.
   (H)   Anytime a stable is relocated, the Police Department must be notified immediately so inspections may be made before operations begin.
