§ 94.125 DENIAL OF AN APPLICATION.
   (A)   If the Village Manager denies the application, he or she shall provide written notice of his or her determination stating the specific reasons, facts, and conclusions that are the basis for his or her denial of the permit. Additionally, any denial shall be consistent with a sponsor’s constitutional rights contained in the First, Fifth, and Fourteenth Amendments to the United States Constitution, and §§ 3 and 11 of Article One of the Ohio Constitution.
   (B)   A sponsor may appeal a denial of an application to Village Council if notice of such appeal is provided in writing to the Village Manager within 30 days of such written denial.
