§ 94.124  CONSIDERATIONS FOR APPROVAL.
   (A)   Preference among conflicting applications for special event permits shall be given to the application received earliest. However, a historical event shall receive preference regardless of the date of receipt of the application.
   (B)   The Village Manager and Safety Director shall approve the application, if, after considering any relevant written recommendations or objections of the appropriate village departments, he or she determines that:
      (1)   Admission to the event is open to the general public;
      (2)   If the proposed special event will substantially or unnecessarily interfere with traffic in the area, a traffic plan will be submitted to the manager;
      (3)   The proposed special event will not substantially or unnecessarily interfere with any publicly managed infrastructure project;
      (4)   There are available, at the time of the special event, a sufficient number of peace officers to police and protect participants in the event;
      (5)   The concentration of persons or things at the event will not prevent proper fire and police protection or ambulance service;
      (6)   The event is not being conducted for an unlawful purpose;
      (7)   The event will not subject the surrounding neighborhood to an unreasonable degree of noise, littering, or parking difficulties in light of the character of the neighborhood;
      (8)   The event will not conflict with a special event or parade which has been previously scheduled or a historical event;
      (9)   No permit issued under this section may authorize the operation of a special event for a period longer than 14 consecutive calendar days;
      (10)   The sponsor does not have any outstanding debts related to prior special events;
      (11)   The special event will not require village services that cannot be reasonably made available;
      (12)   The sponsor has paid the applicable fee; and
      (13)   The applicant will provide a proper sanitation plan, including, but not limited to, the provision of toilets, wash stations, and trash collection plan required for the event, based on an estimated number of attendees.
   (C)   Failure to meet any of these standards may result in the denial of the application.
