§ 76.15  OUTDOOR FRONT YARD OR ON-STREET PARKING IN RESIDENTIAL ZONING DISTRICT.
   Outdoor front yard or on-street parking in a residential zoning district or planned district for residential uses shall be subject to the following:
   (A)   Only self-propelled motor vehicles manufactured for normal everyday transportation use, licensed for operational use on public street, and length as originally manufactured, may be parked on the street or on the improved driveway surface. Boats, trailers, and recreational vehicles are permitted to be parked in driveways with the following stipulations: Boats, trailers, and recreational vehicles must be licensed and in good running condition. Boats, trailers, and recreational vehicles must not be stored on blocks. Trailers and recreational vehicles must not have flat tires. Boats, trailers, or recreational vehicles must not extend within the pedestrian sidewalk. Penalties will apply if said objects fail to comply with this Code.
   (B)   Tractor trucks, semi-trucks and their trailers are not permitted.
   (C)   Front yard or on-street parking or storage of all other types of vehicles or equipment not specifically permitted by this section shall be prohibited.
   (D)   Recreational vehicles not longer than the original manufactured length of 45 feet, by special permission available from the Police Department, will be allowed to legally park in a residential zoning district. Such permission, at no cost to the resident, must be obtained by the resident within 24 hours of arrival. This permission shall be for three days and will only be issued to the same residential property 12 times a calendar year.
   (E)   No vehicle shall be used for living, sleeping, housekeeping, or commercial purposes when parked or stored on the street, or on a residential lot, or in any location not approved for such use.
   (F)   This section shall not be construed to regulate commerce in any manner repugnant to state or federal law.
