§ 76.13 PARKING LOTS.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      PARKING LOT. An outdoor space, plot, place, lot, parcel, yard, or enclosure, or any portion thereof, where more than two motor vehicles may be parked, stored, serviced, housed, or kept. The term includes, but is not limited to, the driving and parking areas of schools, drive-in restaurants, drive-in banks, shopping centers, gasoline service stations, grocery parking lots, factory parking lots, and all other parking lots used in connection with the operation of a business. The term also includes village owned or operated off-street parking lots.
      PUBLIC PORTIONS OF A PARKING LOT. The parking area and the ingress and egress to the parking lot area designated by the parking lot owner or his or her agent for off-street parking of automobiles or other vehicles, and driveways, sidewalks, malls, arcades, service areas, and entranceways into stores and buildings.
      SHOPPING CENTER. A combination of retail stores and services contained within one or more buildings which is located on one or more parcels of land united to form a general shopping center site, on which there is located a public area for the nonexclusive use of members of the general public and occupants, visitors, and customers of such retail stores and services.
   (B)   Prohibited acts. No person shall:
      (1)   Race the motor of a motor vehicle, needlessly bring a motor vehicle to a sudden start or stop, or blow the horn of a motor vehicle so as to create a nuisance or a disturbance or to annoy or endanger any person or other vehicle on the public portions of the parking lot;
      (2)   Enter, walk upon, or drive on the public portions of a parking lot without the consent of the owner or operator of the parking lot or the agent of either when the place of business on or adjacent to the parking lot is closed to the public;
      (3)   Enter, walk on, or drive on school property without the consent of the administration or custodian of such property or agent of either when school is closed for summer vacation, more than one hour before or one hour after school is in session, or more than one-half hour before or after an approved extracurricular activity; or
      (4)   Assemble or congregate on the public portion of a parking lot for the purpose of lingering or loitering in any manner.
