(A) System capacity charges shall apply to all connections of improved property to a sewerage system, or extensions thereof of additional sewer service being provided to a property now or hereafter connected to the sewerage system as a result of an expansion or a change in the nature of the use of the property which results in an increased discharge to the sewerage system, for which sanitary sewerage collection is provided by the Village Council which establishes fees and charges to be collected by the village on behalf of the other political subdivision.
(B) Prior to the connection to the sewerage system or recording of subdivision plat, if applicable, the system capacity charge shall be paid in full.
