§ 50.141  CONNECTION CHARGE.
   (A)   A separate water connection fee and sanitary sewer connection fee shall be made for each water or sewer utility connection to any property within or outside the village in accordance with a fee schedule approved by Village Council (see § 50.123).
   (B)   Water and sanitary sewer connection charges, and all other applicable charges, shall be paid in cash and in full prior to installation of a water service lateral/water meter or sanitary sewer service lateral, or issuance of a building permit.
   (C)   (1)   The proceeds of the water connection charge shall be held in a separate and distinct fund, designated the “Water System Improvement Fund”, and shall be encumbered along with interest earned for the purpose of financing capital improvements to the water supply system to meet increased demand, improve system efficiency, or meet federal, state, and local regulations.
      (2)   Sanitary sewer connection fees shall be paid into a “Sanitary Sewer System Improvement Fund” and shall be encumbered along with interest earned for the purpose of financing capital improvements to the sanitary sewer system to meet increased demand, improve system efficiency, or meet federal, state, and local regulations.
   (D)   Multiple connection fees shall be paid as a result of any expansion or change in the nature of the use of property which results in creation of additional single-family, commercial, industrial, or multi- family units.
