It shall constitute a violation of these rules and regulations for any person, firm, group, or corporation, either owner or agent, to tamper with or attempt to use facilities provided by the village without first obtaining the necessary permits and approvals. Any person, firm, group, or corporation, either owner or agent, that knowingly makes any false statements, representations, or certification in any application, record, report, plan, or other document filed or required to be maintained pursuant to these rules and regulations in order to deceive the village shall be held in violation of this section and subject to prosecution. Any infraction of the rules and regulations shall also constitute a violation hereof.
