These rules and regulations shall be effective on the date of adoption of this chapter (Ordinance 97-104) by the Village Council. Amendments hereto shall be effective on and from the date of passage by the Village Council of legislation adopting the same. Henceforth, any other rules and/or regulations previously adopted by the village that conflict with these provisions shall be deemed to be replaced and/or declared void.
