SECTION 5.01 APPOINTMENT, QUALIFICATIONS AND COMPENSATION.
   (A)   The Manager shall be appointed by an affirmative vote of at least five members of Council. The Manager shall be appointed solely on the basis of executive and administrative qualifications.
   (B)   Compensation will be set by ordinance by the Council.
