(A) The Village Council shall establish fees and make said fees part of its Fee Schedule for the delivery of Motor Vehicle Accident Services to cover personnel, supplies, and equipment to the scene of a motor vehicle accident within the village.
(B) The fees shall be billed to any owner of an at-fault vehicle involved in a motor vehicle accident in the village if said owner of the vehicle is not a resident of the village or a property owner in the village.
