(a) It shall be and is the duty of the owner or person in control of each and every parcel of real estate in the Village, abutting upon any sidewalk to keep such sidewalk abutting his premises free and clear of snow and ice, and to remove therefrom all snow and ice accumulated thereon within a reasonable time, which will ordinarily not exceed twelve hours after the abatement of any storm during which such snow and ice may have accumulated.

(b) Any owner or person in charge of the real property mentioned herein violating any of the provisions of this section shall be deemed guilty of a minor misdemeanor. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punished as such thereunder.
