(a) A levy in the sum of five dollars ($5.00) shall be assessed on each and every of the motor vehicles registered to residents of the Village commencing in the license year 1977 and thereafter.
(b) The various agencies that license motor vehicles are hereby authorized and directed to levy such tax on each and every of the motor vehicles registered to residents of the Village.
