As used in this chapter, “costs” shall and does mean any costs incurred due to the use of employees, materials, or required equipment of the Village and all costs incurred arising from contracts for material, labor or equipment and all costs of publication of any notices or publications required under this chapter and Ohio R.C. 3929.86.
