The owner or owners of fire damaged buildings and/or structures shall be granted a period of ninety (90) days from the date the Village shall have received the proceeds from the insurance carriers or companies to determine whether the buildings or structures will be rebuilt or demolished and all debris removed from the premises. In the event that there are extenuating circumstances, Council may, in its sole discretion, grant an extension beyond said ninety (90) day period mentioned herein to the owner or owners of such fire damaged buildings and/or structures.
