The Village Solicitor shall be present and shall assist the Fire Chief and Council in negotiating the return of said escrow money to the proper party and after the Fire Chief has inspected the site of the fire and has determined that the buildings and/or structures meet all requirements under Ohio R.C. 3929.86 and shall obtain in writing from the owner or owners of the said buildings and/or structures a signed statement concerning the disposition of the buildings and/or structures as to whether the buildings and/or structures will be rebuilt or removed from the premises.
