Any person, firm, partnership, corporation, company or other legal entity who violates this chapter shall be deemed guilty of a misdemeanor and shall be subject to prosecution and shall pay a fine of not more than five hundred dollars ($500.00) and shall pay the costs of prosecution. Each 24 hours that elapses wherein said firm, person, corporation, company or other legal entity shall commence construction or otherwise fail to obtain a valid building permit shall constitute a separate offense.
