The Mayor shall issue a building permit upon the approval of the application for building permit and report of the Village Administrator to the applicant for said permit. The applicant for building permit shall pay over to the Mayor for deposit to the Village General Fund the sum of five dollars ($5.00) as and for the administrative cost of the processing of the application for permit. The approved and issued building permit shall be valid for a period of one (1) year from the sale of approval and issuance. The Mayor shall have a period of ten (10) days to approve or disapprove the application for building permit. If the Mayor does not approve the application for the building permit for a period of ten (10) days the application for building permit shall be deemed denied and the applicant shall have the right to appeal to Council if said appeal is filed with said body within thirty (30) days following the rejection by the Mayor.
