951.01 RULES AND REGULATIONS.
   (a)   No person shall injure, deface, destroy or remove any part of the park lands or buildings, signs, equipment, or other property found thereon, nor shall any tree, flower, shrub or other vegetation, or fruit or seed thereof, rock, stone, rip-rap, or mineral be removed, injured, destroyed or disturbed.
   (b)   No person, except a Village employee or agent in the course of their duties, shall possess a container capable of propelling paint by means of a gaseous discharge.
   (c)   No person shall litter or deposit any trash, rubbish, waste or any material on any park lands except in receptacles for such purpose or as directed by a Village employee or agent.
   (d)   No person shall release any wild or domestic animal or plant, seed, vegetation or like material within park lands except as directed by a Village employee or agent. All household pets within park lands shall be on a leash or confined in a suitable physical manner and shall not run loose not be disturbing to others using park lands. No person shall fail to remove all droppings, feces or other substances generated by such pets.
   (e)   No person, except duly authorized law enforcement officers acting within the scope of their duties, shall possess, use or discharge in any manner any firearms, stun guns, batons, chains, blowguns, nunchakus or similar martial arts weapons, switch blades, knife with a blade exceeding four (4) inches in length, daggers, metal knuckles, slingshots, bows and arrows, crossbows, air guns, fireworks, explosives or other dangerous ordnance or substances, including, but not limited to, any harmful solid, liquid, aqueous, effervescent, or gaseous substance on or while adjacent to park lands.
   (f)   Persons using game equipment of any kind, including but not limited to, horseshoes, lawn darts, golf equipment or similar play devices shall exercise due regard for the safety of others and shall cease and desist said use when any danger arises to others from the use of same or upon request of a duly authorized law enforcement officer or Village employee, agent or official.
   (g)   No person shall appear in or adjacent to any park land in a state of nudity, or commit, perform or engage in any lewd, lascivious, obscene or indecent act or behavior and no person shall make any indecent exposure of his or her person nor shall any person solicit or attempt to solicit another to engage in such acts or behavior on or adjacent to any park land.
   (h)   No person shall either or by word or act, indulge in any noisy, boisterous, disorderly or indecent conduct, or in any manner disturb the peace or good order of the community within or adjacent to any park land.
   (i)   No person in and adjacent to any park land shall operate a radio, TV, musical instrument, amplifying or sound equipment of any kind without the express permission of Council. The operator or owner of a motor vehicle found unattended which such sound equipment is playing shall be deemed a person for purposes violation of this regulation.
   (j)   No person shall collect in bodies or crowds for any unlawful purposes or in riotous assemblages or tending to annoy, harass, or inflict property damage or bodily injury upon another person or persons.
   (k)   No person shall beg, hawk, peddle or solicit on park lands except with prior permission of Council.
   (l)   No person shall possess, consume, sell or transfer any beer, intoxicating liquor, or alcoholic beverage within park lands nor shall any person be under the influence of any alcoholic beverage or intoxicant while in or on park lands.
   (m)   No person shall possess, use or be under the influence of any type of illegal narcotic drug, opiate or hallucinogen or paraphernalia related thereto within park lands.
   (n)   No person, or groups of persons shall loiter in or near any building, toilet or structure, or loiter in or near a motor vehicle or vehicles, on or about a motorcycle or motorcycles within park lands.
   (o)   No person, except Village employees, their agents or officials shall operate, park or store a bicycle, motor vehicles or other wheeled vehicles in restricted areas designated as such by signs erected by the Village Administrators or Village employee.
   (p)   No person, except Village employees or their agents, shall enter into or upon on any structure or equipment where access is restricted in park lands, including, but not limited to, entering a toilet facility set aside for the opposite gender of the person.
   (q)   No person shall fail or refuse to comply with any order relating to the regulation, direction or control of traffic, or to any other lawfully given by a law enforcement officer or Village employee, agent or official acting within the scope of employment nor shall any person restrict, hinder, obstruct or abuse any such law enforcement officer, Village employee, agent or official in the discharge of their lawful duties.
   (r)   No person shall start a fire or ignite any combustible material within or adjacent to park lands except within the confines of a grill, stove, or other portable cooking device and all such fires within such devices shall be extinguished by such person before leaving the area of such fire. No person shall discard or throw away any lighted match, cigar, or cigarette or deposit burning material or hot ashes upon grass, plants or in a refuse receptacle within or adjacent to park lands.
   (s)   No person shall establish or maintain a camp or temporary lodging within park lands except by express authority granted by a duly authorized Village employee, agent or official.
   (t)   No person, except a law enforcement officer, Village employee or official in the course of their duties, shall be permitted to remain, stop or park within the confines of park lands between the time one half hour after sunset and 8:00 a.m. the next day except as expressly permitted by a duly authorized Village employee, agent or official.
   (u)   No person shall operate or enter park lands upon or with any go-cart, swamp buggy, mini-bike, snowmobile, all terrain vehicle, dirt bike or motor vehicle normally considered a race car or any other type of motor vehicle which is not registered with the Ohio Bureau of Motor Vehicles.
   (v)   No person shall drive, operate or park a motor vehicle within park lands except upon designated road surfaces and parking areas, except as directed by a law enforcement officer or authorized Village employee or agent and no person shall operate a motor vehicle without due regard for the safety of others or at a speed greater than is reasonable for the conditions present, but in no event at a rate more than fifteen (15) miles per hour, and no person shall accelerate a motor vehicle causing the rubber tires to spin, mark or deface the park lands, including the throwing of stones by such acceleration.
   (w)   No person shall fail to comply with any provision of the Ohio Revised Code as it applies to the operation of motor vehicles while using or parking motor vehicles within parks lands.
   (x)   No person shall park or allow to remain parked a motor vehicle on park lands after the operating hours and said vehicle shall be immediately subject to removal by a law enforcement officer at the owner’s expense.
   (y)   Any rule or regulation contained herein which shall at any time be deemed unenforceable shall not affect the validity of any other rule or regulation contained herein.
