921.04 BILLING ADJUSTMENTS.
   For any parcel of land situated within the corporate limits of the Village of Wayne and connected to the Village water/sewer system:
   (a)   Excess water usage is defined as a one-hundred percent (100%) increase in usage over the customer’s previous 12-month average use as determined by the quantity of water measured by the Village water meters which causes a substantial increase in the average monthly bill for water/sewer service.
   (b)   Adjustments for inadvertent leaks are limited to one (1) per customer per property location annually, absent extenuating circumstances. It is intended that this policy apply to customers responding promptly to a water bill that indicates excessive consumption/use. Any plumbing problems identified, as the cause of excess water usage shall be immediately repaired.
   (c)   Adjustments for unusual/excessive water/sewer use occurring from filling pools between May 1 through August 31 of each year are limited to one (1) per customer per property location during those months, absent extenuating circumstances.
   (d)   Adjustments for unusual/excessive water/sewer use occurring from gardening between May 1 through August 31 of each year are limited per customer per property location during those months only, absent extenuating circumstances.
   (e)   If an adjustment is deemed appropriate, the sewer portion of the bill shall be reduced to reflect the customer’s previous 12-month average use.
