Contractor shall, for the purpose of this chapter, be and is defined as any person, firm, partnership or corporation that has agreed to construct, reconstruct or modify any building within the corporate limits of the Village. An owner or occupant of a parcel of land within the corporate limits of the Village of Wayne, Wood County, Ohio who will construct, reconstruct and/or modify a building in said Village shall be deemed a contractor within the meaning of this chapter.
