Before subdividing any tract or parcel of land in the Village and the unincorporated areas one and one-half (11/2) miles beyond the Village limits, an owner or subdivider may submit a pre-application plan and shall submit preliminary, engineering and final plans to be acted upon by the Village in accordance with the procedures set out in this Chapter.
