10-10-3: SPECIAL USES:
The following are allowable special uses:
Buildings and structures used for municipal, civic or community purposes, including, but not limited to, fire and police stations.
Chainlink fencing, fences over six feet (6') in height and fencing which includes barbed wire or concertina strands on top of fences and on a lot or parcel deemed to be a hazardous use.
Special events. Special events such as equine shows, exhibitions and contests to be conducted within or upon premises used for commercial stable or premises zoned as a commercial equestrian district shall be granted upon application for a temporary special use permit being made to the zoning board of appeals containing the following information:
   A.   A survey or legal description of the property to be used, rented or leased for the temporary use, including all information necessary to accurately portray the property.
   B.   A description of the proposed use.
   C.   Sufficient information to determine the yard requirements, sanitary facilities and availability of parking space to service the proposed temporary use.
   D.   In addition to the above, the special event shall be subject to the following terms and conditions:
      1.   No permanent lighting shall be installed, provided temporary lighting may be installed providing it is removed after the event.
      2.   No permanent structures are to be erected, provided temporary storage for each horse shall be provided. Said storage may be temporary tents erected not more than two (2) weeks before the event with each tent's capacity not to exceed eighty (80) horses.
      3.   Use is to be confined to the dates specified by the zoning board of appeals.
      4.   Hours of operation are to be confined to the times specified by the zoning board of appeals, and in no event shall be permitted later than ten o'clock (10:00) P.M. during the term.
      5.   The site is to be cleared of all debris at the end of each day and cleared of all temporary structures within seven (7) days after the closing event. A cash bond for a minimum of five hundred dollars ($500.00) and not to exceed one thousand dollars ($1,000.00) is to be posted with the village to assure that the premises will be cleared of all debris during and after the event.
      6.   A proper certificate or policy of public liability and dramshop insurance, if alcoholic beverages are to be served, be filed with the village not less than ten (10) days prior to the date of the event.
      7.   Adequate parking shall be made available at the operator's expense for the facilities. It shall be the responsibility of the operators to guide traffic to these areas and provide traffic controllers if, in the opinion of the zoning board of appeals, they are necessary. Control plans shall be submitted to the zoning board of appeals and the police chief upon application hereunder. (Ord. 10-08, 6-15-2010; amd. Ord. 12-14, 7-17-2012)
