10-2-1: RULES OF WORD CONSTRUCTION:
In the construction of this Title, the rules and definitions contained in this Chapter shall be observed and applied, except when the context clearly indicates otherwise:
   A.   Words used in the present tense shall include the future; and words used in the singular number shall include the plural number, and the plural the singular;
   B.   The word "shall" is mandatory and not discretionary;
   C.   The word "may" is permissive;
   D.   The word "lot" shall include the words "piece" and "parcel"; the word "building" includes all other structures of every kind regardless of similarity to buildings; and the phrase "used for" shall include the phrases "arranged for", "designed for", "intended for", "maintained for" and "occupied for";
   E.   All measured distances shall be to the nearest integral foot. (If a fraction is 1/2 foot or less the integral foot next below shall be taken);
   F.   Parenthetical words or statements are integral parts of the definitions in which they are located; and
   G.   Any words not defined in the following Section shall be construed in their general accepted meanings as defined by the most recent edition of Webster's Dictionary. (Ord. 89-13, 5-16-1989)
