The zoning enforcement officer shall enforce the provisions of this title pursuant to the duties established for such officer in sections 10-4-1 and 10-4-2 of this code. Such enforcement shall be in accordance with the dual zoning classification established for historic districts in section 9-3-2 of this title, and with the requirements for a certificate of appropriateness set forth in chapter 4 of this title.
