Any person who violates, disobeys, omits, neglects or refuses to comply with any provision of these Ordinances or with the minimum standards and regulations of said DuPage and Kane County Ordinances incorporated herein by reference, or who shall refuse to remedy a violation of such provisions shall, upon conviction, be fined as provided in Section 1-4-1 of this Code.
