6-2-2-5: RESERVED PARKING LOTS:
Applicability of this section shall apply to all public parking lots owned, leased or controlled by the village in which permits for parking are required.
   A.   Designation: The following parking lots or portions thereof are hereby designated as reserved permit parking lots and are authorized for parking only of vehicles bearing currently valid permits in accordance with the provisions of this section:
Lot M-1 situated on the west side of Railroad Street north of Wayne village hall, except those spaces designated for free time limit parking.
   B.   Issuance Of Parking Permits: The village clerk shall cause suitable reserved parking permits to be prepared and made available for issuance. Such permits shall be issued only for vehicles owned by employees or officials of governmental agencies.
   C.   Night Parking: Parking between the hours of eleven o'clock (11:00) P.M. and seven o'clock (7:00) A.M. shall not be permitted in public parking lots with the exception of vehicles owned or operated by village officials and village employees while those officials are engaged in their official duties, and law enforcement officers.
   D.   Permit Alteration Prohibited: It shall be unlawful for any person to deface, change or alter any parking permit issued pursuant to this section 6-2-2.
   E.   Violations Of This Section: Notwithstanding any contrary provision in this section, no permit shall be issued to any permit holder who pleads guilty to or is convicted of more than three (3) violations of any of the provisions of this section within any consecutive period of six (6) months.
   F.   Storage Of Vehicles Prohibited: It shall be unlawful for any person to park, place or situate a vehicle in a reserved or free parking lot owned, leased or controlled by the village for the storage of motor vehicle or motor vehicles; and it shall be unlawful for any person to in any way utilize any parking permit issued by the village for the storage of motor vehicle or motor vehicles. "Storage" is defined as the continuous presence of a motor vehicle in a reserved or free parking lot, owned, leased or controlled by the village for a period of seventy two (72) hours or longer. Any person found guilty of violating this subsection shall be ineligible for any reserved parking permit for a period of one year from the date of the finding of guilty.
   G.   Marking Parking Spaces; Parking And Movement Requirements: Suitable markings approved by the chief of police shall be painted or placed upon the pavement, curb, street or other location for the purpose of designating parking spaces within each permit parking lot. Each vehicle parked within each permit parking lot shall be parked wholly within such markings. Parking in areas marked "no parking" or contrary to posted signs or in any other manner that will interfere with traffic into, through or out of a permit parking lot shall be unlawful. Vehicles shall not exceed a speed of ten (10) miles per hour. (Ord. 03-24, 10-21-2003)
