It shall be unlawful for any person to permit or maintain the existence of any nuisance on any property under his control, whether such nuisance is specifically recognized by ordinance or not. The zoning enforcement officer, director of building and zoning, chief of police, or such other person as may be authorized, is empowered to abate any such nuisance existing in the village and the cost of such abatement shall be borne by the person responsible for the nuisance abated.
