4-3-1: NUISANCES PROHIBITED:
It shall be unlawful for any person to commit or do any act which endangers the public health or which results in annoyances or discomfort to the public.
   A.   Littering: It shall be unlawful for any person to discard at any place within the village, packages, wrapping, bottles, cans or other matter. It shall be unlawful to deposit anywhere within the village limits, junk trash and refuse. "Junk", "trash" and "refuse" are hereby defined to include any and all waste matter, whether reusable or not, which is dangerous or offensive to the public health or safety, or to the maintenance of property values of adjoining real estate, and is specifically intended to include, but is not limited to, worn out, wrecked and/or abandoned automobiles, trucks, tractors, machinery of any kind, any parts thereof, building materials, old iceboxes, refrigerators and stoves, washing machines, furniture and other appliances.
   B.   Disposal Of Garbage And Refuse: It shall be unlawful for any person to deposit anywhere within the village any uncovered piles of refuse, garbage, offal or carcasses of dead animals. Such refuse must be disposed of in a sanitary manner as provided by the regulations of the village. Any uncovered pile of refuse, garbage, or offal is hereby declared to be a nuisance.
   C.   Abandonment Of Motor Vehicles: It shall be unlawful for any person to abandon any motor vehicle or components thereof on any public street or alley, on any public property, or on the property of another person.
   D.   Storage Of Unlicensed And/Or Inoperable Vehicles: It shall be unlawful to store an inoperable and/or unlicensed vehicle or parts thereof under such conditions and in such locations that such storage may constitute a public nuisance.
   E.   Maintenance Of Buildings And Structures: It shall be unlawful to permit any building, structure, or place to remain in such condition as to constitute a menace to public health and safety and any such condition is hereby declared to be a nuisance.
   F.   Fire Hazards:
      1.   It shall be unlawful for any person to permit any condition under his control which constitutes an undue risk of fire. (Ord. 78-17, 11-13-1978)
      2.   In the disposal by burning of any wood, leaves, or other combustible matter, it shall be the responsibility of the person conducting such disposal to take all reasonable precautions against the spreading of fire, provided however, that this subsection shall not be construed to permit or allow the burning of any building, structure, or part thereof, nor the burning of construction debris.       3.   In times of prolonged drought and consequent risk of fire, the mayor may, by proclamation published in a newspaper of general circulation in the village, forbid all burning except in properly designed and maintained incinerators for the duration of the condition of drought.
