4-1-5: PROHIBITED ACTS, CONDITIONS:
   A.   Burn Or Incinerate Garbage, Refuse Or Solid Waste: No garbage, refuse or other solid waste shall be burned, incinerated, dumped, scattered or buried within the Village limits by any person, nor shall any person suffer or permit the burning, incineration, dumping, scattering or burying of garbage, refuse or other solid waste within the corporate limits of the Village.
   B.   Transporting Garbage, Refuse Or Solid Waste:
      1.   No person shall transport garbage, refuse or other solid waste, or cause garbage, refuse or other solid waste to be transported over the streets or other public ways in the Village unless such garbage, refuse or other solid waste being transported is entirely and securely covered. Garbage shall not be transported over or along the streets of the Village or other public property except in a leakproof compaction type body commonly referred to as a "packer" refuse body, approved by the Village.
      2.   Any waste hauler or garbage collector shall immediately clean up any refuse that he may have caused to spill onto private premises, parkways, streets, alleys or other public places in the Village, in a neat and workmanlike manner and shall replace, at his expense, any recycling container which may be seriously damaged by carelessness of his employees.
   C.   Only Licensed Haulers To Pick Up Recycling Materials: It shall be unlawful for any person other than a licensed garbage collector or waste hauler to pick up any recyclable materials, including, but not limited to, aluminum and bimetal cans, newspapers and glass bottles, from a recycling container.
