4-1-2: LICENSES REQUIRED:
   A.   Waste Hauler Or Garbage Collector Licenses: No waste hauler or garbage collector shall be permitted to pick up, haul or remove garbage, refuse or other solid waste from any residential premises within the village without first obtaining a license therefor. The maximum number of licenses issued pursuant to this section for waste haulers or garbage collectors who provide residential curbside collection service on a repeat basis shall be five (5). It shall be the purpose of the village in issuing any such license to seek the highest quality and quantity of service at the lowest economic cost to each village resident. No license issued pursuant to this section shall be transferrable.
   B.   Recycling Services Prerequisite To License: No waste hauler or garbage collector shall collect garbage, refuse or other solid waste from any residential premises in the village unless such hauler or collector shall provide a special curbside collection service for aluminum and bimetal cans, newspapers and glass bottles on the same day as such garbage collector's regular collection.
   C.   Limitation On Franchises: Notwithstanding any provision of this chapter to the contrary, all licenses issued pursuant to this chapter shall be subject to early termination at such time as the president and Board of Trustees issue one or more franchises by which the hauling or collecting of garbage, refuse, other solid waste and the provision of recycling services is to be limited to one or more franchisees of the Village.
   D.   Collection Timeframe: A waste hauler or garbage collector license shall permit the collection of garbage, refuse, or other solid waste from any residential premises to occur only between seven o'clock (7:00) A.M. and six o'clock (6:00) P.M. on dates or such other times as the Corporate Authorities shall determine. The license shall on its face provide notice that the dates and times of collection may change at the discretion of the Corporate Authorities at any time. (Ord. 95-19, 10-17-1995; amd.
