Any violation of this chapter shall be punishable by a fine as provided in section 1-4-1 of this Code for each offense. Each day a violation continues shall be deemed a separate offense.
The Village shall be permitted to institute an action on behalf of or for the benefit of any residents of the Village who are aggrieved by any violation of this chapter. In addition to any fines assessed pursuant to this section, the Village shall be permitted to recover any illegal or excessive charges collected in violation of this chapter.
