A. Meeting Procedures:
1. Time: All meetings of the Plan Commission shall be held at the call of the chairman and at such other times as the Commission may determine 1 .
2. Meetings Open To Public: All meetings of the Commission shall be open to the public, at which time every person has the right to be heard or to be represented by a duly authorized agent or attorney. (Ord. 89-13, 5-16-1989)
3. Records: The Commission shall designate a person to serve as secretary, and shall keep minutes of its proceedings, showing the vote of each member upon every question, or if absent or failing to vote, indicating that fact, and shall also keep records of its examinations and other official actions. In every case the Commission shall include in its official report the reasons a request for an amendment or special use is granted or denied. Every requirement, finding, decision or determination of the Commission shall immediately be filed in the office of the Village Clerk and shall be of public record. 4. Testimony Of Witnesses: All testimony by witnesses at any hearing provided for in the Zoning Ordinance 2 or by statute shall be given under oath. The chairman, or in his absence the acting chairman, may administer oaths and compel the attendance of witnesses.
B. Voting: The concurring vote of four (4) members of the Plan Commission shall be necessary to reverse any order, requirement, decision or determination of the Plan Commission or to decide in favor of the applicant on any matter upon which it is authorized by the Zoning Ordinance to render a decision. The Plan Commission shall make no recommendations except in a specific case and after public hearing.
C. Rules Of Procedure: The Plan Commission shall adopt and publish in pamphlet form rules of procedure for the conduct of its business. Such rules of procedure shall be subject to approval of the Village Board and shall not be inconsistent with any of the provisions of the Zoning Ordinance.
