Pursuant to the authority granted by the Illinois emergency management act 1 , there is hereby created an ESDA organization for the village. The ESDA organization shall consist of a liaison officer to DuPage and Kane Counties and such additional members as may be appointed by the village president with the advice and consent of the village board.
