§ 33.46 OFFICERS AND EMPLOYEES OF INCORPORATED AND UNINCORPORATED AREAS OF COUNTY; GENERAL DUTIES CONCERNING EMERGENCY MANAGEMENT.
   (A)   (1)   Office holders and department heads of incorporated and unincorporated areas of the county shall develop, or cause to be developed, continuity of government (COG) (line of succession to department head, authorities of successors and protection of vital records) and continuity of operations (COOP) (contingency plan for maintaining operations when primary office location or facility is damaged or otherwise unusable) plans and supporting procedures to ensure the effective continued operation of the office and local government in disaster emergencies.
      (2)   Office holders or department heads and the Director of Emergency Management shall review all such plans and procedures at least annually.
   (B)   Office holders and department heads of incorporated and unincorporated areas of the county assigned responsibilities as emergency support function coordinating agencies or as supporting agencies under the county’s Comprehensive Emergency Management Plan shall comply with the requirements detailed in § 33.23(C) of this chapter.
   (C)   During a declared disaster emergency, all officers and employees of incorporated and unincorporated areas of the county shall:
      (1)   Cooperate with and give active support to the County Board of Commissioners and the County Emergency Management Director; and
      (2)   Comply with all orders, rules and regulations issued pursuant to this chapter by the County Board of Commissioners or the County Emergency Management Director.
